GitHub Copilot Code Review Now Covers Bot-Authored and Very Large PRs

GitHub announced on August 27, 2026 that Copilot code review can now review pull requests authored by bots and very large ones. The 300-file / 20,000-line limit no longer applies, and resolving a review comment now takes one of three reasons.

GitHub announced on August 27, 2026 that Copilot code review can now review two types of pull request it did not cover before ¹.

The first is pull requests authored by bots (including Copilot cloud agent) where the review is requested automatically. Because there is no Copilot-licensed account to attribute such a review to, the “Allow members without a Copilot license to use Copilot code review in GitHub.com” policy has to be enabled; with it on, the review runs and the usage is billed directly to your organization ¹
Pull requests opened by Copilot cloud agent previously fell back to a limited experience when a review was requested automatically. They now get a full agentic review ¹
The second is very large pull requests. The previous limit of 300 files or 20,000 lines of code no longer applies ¹
When closing a Copilot code review comment, a new dropdown beside the “Resolve conversation” button lets you pick “Addressed”, “Won’t fix”, or “Incorrect” as the reason. GitHub says the selection feeds back to the product team ¹

An agent writes the pull request and another agent reviews it — that path is now available through the standard flow. It does not run unless the organization opens the policy, though, and the usage then lands on the organization’s bill. GitHub also flagged changes to Copilot billing and chat data retention in the same month, so if you are deciding how far to automate review, read the two together.
